"The issue of restricting the supply of palm oil to Russia has been raised repeatedly, but the introduction of this measure is inappropriate and harmful to the market of oil and fat products," the letter reads.

According to MSGR, currently the Russian market of milk and dairy products has reached the "ceiling of solvent consumer demand" and sales are falling. At the same time milk production is in steady demand, it consumes including low-income populations.

"The decline in production of fats, Margarines and substitutes of milk fat based on palm oil due to the introduction of quotas on import will have a number of negative consequences. In particular, this product will be replaced with the same fats and milk fat substitutes from CIS countries, while instead of importing raw materials will be imported in finished products. Import of cheese products, spreads and similar products on the basis of substitutes of milk fat and vegetable oils also may increase," - noted in the Union.

Also MSGR stressed that if the production of milk-containing products will be reduced, the fall in demand for raw milk, and, consequently, prices. Moreover, these milk products because of the restriction will not significantly rise.

Effective measures to improve the situation in the dairy market, the authors of the letter believe the imports of dairy products through import restrictions and download domestic dairy enterprises of domestic raw materials, development of a segment of milk products and anti-counterfeit.
