In accordance with a decision feed additives containing components of animal origin, and products used for veterinary purposes, including feed for animals entering the territory of the Union through the given HS codes (from 1518 00, 2102, 2309, 2936, 3002, 00 3203, 3302, 3504 00, 3507, 3808, 3824) should be accompanied by a veterinary certificate, the press service of Rosselkhoznadzor.

However, according to paragraph 3, clause 3.13 of the Regulations on the Single procedure of veterinary control at the customs border of the Customs Union and on customs territory of the customs Union approved by Decision of Customs Union Commission of 18 June 2010 № 317, importation and transportation of feed additives chemical and microbiological synthesis are performed without a veterinary certificate with a document confirming their quality and safety issued by the manufacturer. This also applies to the above HS codes.

In addition, according to paragraph 1 of Decision of the Customs Union Commission dated 23 September 2011 № 810 "About withdrawal in the application of veterinary measures in respect of goods included in the Unified list of goods subject to veterinary control (supervision)" the competent authorities of Russia and Kazakhstan do not carry out veterinary checks in respect of goods included in the Unified list of goods subject to veterinary control (supervision), approved by Decision of Customs Union Commission of 18 June 2010 № 317, and imported on the territory of two States from third countries through the given HS codes (including 2102, 29, of 3507).

Therefore, importing such goods into the Russian and Kazakhstan territory is carried out without permission of competent authority of those member States of the Union on the importation and without a veterinary certificate.

Thus, for traders does not change the order of import of goods with HS codes of 2102, 29, of 3507 and feed additives of animal origin, chemical and microbiological synthesis.
