Soyuzmoloko opposed the increase in tariff "Plato"

The draft resolution of the Government of the Russian Federation provides for an increase in tariff "Plato" from 1 February 2017 to 2.61 RUB/km from 1 February 2017, and to 3.06 RUB/km from 1 June 2017. At the moment the rate of the "Plato" is 1,53 rbl. for 1 km instead of the originally planned when creating the system of 3.73 RUB.

The head of Soyuzmoloko, said that the timeliness of the initiative about changing the reduction factor raises serious doubts among representatives of the dairy industry for a number of reasons.

"According to Rosstat, milk and dairy products rose in October 2016 compared to October 2015, almost 9% (just 0,5% of them, according to our estimates is "Plato"). It should be noted that for categories such as milk and milk products, the influence of Plato is more sensitive than for other products or goods, due to the low cost of 1 kg of product, and shipping is more expensive because of the requirements of compliance with the cold chain", — said Danilenko.

According to the head of Soyuzmoloko "logistics rate compared with last year increased by 15%. The fourth part of the growth factor "Plato" (if you count only the payments in the system), the rest – inflation, the decline and – most importantly – reducing the supply in the transport market, the national average – 20% CFA – 30%. We believe that the factor of "Plato" in the resulting shortage of trucks also substantial."

Also, as noted by Danilenko, continue to decline the volume of investment in the development and modernization of milk production and processing in connection with the economic situation, the devaluation of the ruble, reduced credit availability, etc.

"We believe that the increase in Board size in SVP "Plato" at this stage will contribute to the reduction of investment, impede the development of dairy industry in Russia and will negatively affect consumer prices for dairy products, and consider the preservation of earlier established preferential rate of 0.41 (1,53 rbl./km) to stabilize the economic situation and improve the investment climate, as well as expand coverage and achieve the full effectiveness of MRAs "Plato"," – said in the appeal of the head of Soyuzmoloko.
