The objectives of the new version of the programme will provide safer food and agricultural products, increase the competitiveness of domestic agricultural products, sustainable rural development, employment of its population, raising their standard of living, skills. Also among its aims is the preservation and reproduction of natural resources used.

Accelerated import substitution for meat, dairy, vegetable and fruit production in the proposed revision of the state program the goals is missing. There is no provision of food independence of Russia in the parameters of the Doctrine of food security and certain other purposes specified in the current edition of the document.
