This was stated by the Minister of agriculture Alexander Tkachev on the meeting of the faction "United Russia".

"We are now considering the possibility of reducing the size requirements of the Charter capital of banks from 20 to 10 billion rubles, I stress – the regional banks, which will allow to expand a circle of banks operating on the system of preferential crediting and to bring the order of 30 banks operating in the regions of our country", — said the Minister.

Tkachev noted that due to the introduction of a new mechanism of preferential lending competition among banks, in some cases, led to lower rates on subsidized loans at 2-3%.

Now, agreements have been concluded with 10 systemically important banks, selected 15 regional banks. According to the agriculture Ministry, the volume of issued short-term loans for seasonal field work increased twice and exceeded $ 56 billion.

From 1 January 2017 in Russia came into force new rules of preferential crediting of agriculture. Under the new mechanism, farmers can obtain subsidised loans at the rate of 5% per annum.
