The initiative came from Roskoshestvo, which proposes to require manufacturers to put on the public access data about the technical conditions under which were produced the food.

This may be one of the measures to improve the quality of Russian food, said in an interview to "Rossiyskaya Gazeta" the head of Roskoshestvo Maxim Protasov.

Only now are mandatory requirements for food safety that are contained in the technical regulations. The quality of the products is governed by voluntary state standards (GOST) or standards, which take manufacturers technical specifications (TS).

"Before THAT was recorded, now this information related to commercial secret and nobody knows what is written in them from the manufacturer. What is the result? Standing on the shelf in the store two tiles with identical markings – "milk chocolate". But one produced according to GOST and 100% made from cocoa products and milk, and the second on 99% of substitutes of cocoa butter and cocoa beans. And since at least 1% natural ingredients it is still available, the manufacturer says "chocolate". And the law allows it to him, if he honestly indicate on the label that the chocolate manufactured according to GOST and according to his own specifications", — said M. Protasov.

Initially THAT was created for manufacturers whose products exceed the requirements of the Standards in terms of quality or produced by a unique, innovative formula, said the head of Roskoshestvo. In some cases it really works, however for the majority of producers THAT turned into a "legalized form of cost reduction due to cheaper components and reduce their number", and as a result suffers the quality of products.

"We are now creating a working group and will attempt to develop new approaches. What variants can be? A lot of them. One of the soft - mandatory disclosure of information from these technical conditions, for example, on the website of the manufacturer. More hard - to get THAT to work only a plus, that is, to improve the product, not worse", — said M. Protasov.

Earlier the head of Rospotrebnadzor Anna Popova has proposed to introduce mandatory requirements for the quality of food.
