Vice-speaker of the state Duma Irina Yarovaya at the meeting of the working group on creation of additional mechanisms to protect producers against discriminatory practices reported:

"Today, retailers have already declared readiness as if to refuse the return of unsold bread products, but we understand that any intention should be fixed by law. Only then it is the rule".

In mid-April, Spring has proposed to prohibit the return to the suppliers are not implemented by the bread stores. This initiative was supported by the CPS – according to authorities, recycling of expired bread carries risks to the health of consumers.

Spring pointed out that the Union of bakers of Russia appealed to the monitoring group of the "United Russia" "Fair price" due to the fact that the industry, the cases of refund of bread producers. As a result, it leads to the loss of 3 million tons of high-quality rye and wheat, as well as 50-60 billion rubles annually in the aggregate for the country and for Russian consumers.

From June 1, 2017 retailers have switched to the practice of voluntary return of bread suppliers.
