Transportation of fertilizers will not eliminate export allowances

The Federal Antimonopoly service (FAS) assesses the market situation as stable and no plans to change the tariff for transportation of fertilizers, said Deputy Minister Andrey Tsyganov.

"We do believe that we need some kind of binding decision. Some way to change the tariff for transportation of mineral fertilizers is not yet planned. In our opinion, the Bellman principle enough to of manufacturers and consumers of mineral fertilizers to meet", said Tsyganov.

According to him, the situation on the fertilizer market now stable, but its deterioration in the FAS is ready to return to the request of the producers of mineral fertilizers to eliminate export allowances for transportation of its products.

"We are in favour of the market, not administrative solutions. If you cannot agree and if you really happen that will be presented arguments that say that price regulation is necessary, then, perhaps, we will think whether it is necessary. Now, I think the horizontal system of relationships enough to resolve these issues," — said Tsyganov.

He added that, in his opinion, "the Railways go towards where you think is necessary".

Earlier, the producers again turned to JSC "Russian Railways" with the request to eliminate export allowances for transportation of its products. To reset it for all kinds of fertilizer manufacturers asked the Railways last autumn. In addition, they offered to transfer the ammonia and sulfuric acid, which are used as raw materials for the production of mineral fertilizers, from the third tariff class (applies to high yield cargo) in class II (basic fees, it is treated and fertilizer).

In March of this year, Russian Railways has introduced a discount of 9.1% in export of ammonia at a distance of more than 1.5 thousand km, and in may, the Russian Association of fertiliser producers and "Federal freight company" (FGC, "daughter" RZD) have agreed that until the end of the year cost of transportation of mineral fertilizers in Russia will be reduced by 5%.

However, producers find these discounts insufficient as they were not the entire industry, but only several companies, and insist on zeroing of export allowances during transportation of products.
