The number of subsidies provided in 2017 declined compared with the year 2016 (50 grants totaling 180,64 billion) more than 3.5 times, according to the report of the Council of the Federation.

"According to the Ministry of agriculture, the reduction of subsidies (mainly through consolidation) allows to solve the message of the President of the Russian Federation the task of granting regions greater autonomy in prioritizing the use of Federal subsidies to support agriculture", - said in a research Bulletin.

It is also noted that a large part of subsidies in the framework of the State program of agribusiness development (136,9 billion from 145,6 billion) from the Ministry of agriculture. As of March 1, 2017 limits of budgetary obligations in the amount of 136 billion rubles was brought to the personal accounts opened in territorial bodies of the Federal Treasury. At the same time on a specified date, cash execution amounted to just 0.17 billion (0.1% limit).

Despite the timely decision making on the distribution of grants between budgets of subjects of the Russian Federation is the low level of cash execution, the document says.
