"The level of insurance in agriculture, despite the efforts made, falls. And this despite the fact that in some regions already fixed emergency due to bad weather. In some regions had to postpone sowing due to these factors. Nevertheless, the situation on the insurance market remains difficult," – addressed the Prime Minister of Russia Dmitry Medvedev. He stressed that the State Duma in may received a bill that should correct the situation on the market of agricultural insurance. "But, unfortunately, this law is not, and our farmers continue to incur losses on those risks that are not insured. Although funds from the budget in this direction is provided within the same grant, they are in some cases simply not spent. Careful consideration should be given to this subject. (...) Need such measures the most significant way this situation will change", – said the Prime Minister.

The national Union of agricultural insurers connects the situation in the first place by changing the order of subsidizing of agricultural insurance in 2017, but the Union agree that the system of agricultural insurance with state support needs to change to meet the present condition of agriculture in Russia. From 1 January 2016 at the market of agricultural insurance with state support is a single national Association, the national Union of agricultural insurers. Insurance companies, who are members of the NSA, from 1 January 2016 are not eligible to enter into contracts of insurance with state support. The creation of a centralized system of agricultural insurance in the Russian Federation is provided by Federal law 22.12.2014 No. 424-FZ on amendments to the Law "On state support in agricultural insurance..." №260-FZ.
