Since the development of the emergency in the Irkutsk region in the National Union of agricultural insurers was introduced to monitor the situation to identify the insured losses to farmers and implementation of the necessary control over the payment process. "Unfortunately, selkhozizdat insurance with state support in the region is practically absent, therefore, the responsibility for the solution of the problem of compensation for the loss of livestock and crops fell solely on the state budget", – said the President of the NRA of the Roots of biggov.

According to the data announced by Minister of agriculture of the Russian Federation D. N. Patrushev at the meeting on 19 July, floods in the Irkutsk region caused damage to 50 peasant farms (KFH) and 5 agricultural companies, a preliminary assessment of the damage to these 55 farms is 179,6 million. In addition, injured about 11 thousand private farms, of which 3.9 thousand is agriculture, which fall under the criteria of agricultural producers for the purpose of payment of compensation. Taking into account this group of private farms, the agriculture Ministry predicts that the size of payments to farmers of the area can reach 500 million rubles, the Total area of flooded crops exceeded 11.5 thousand ha. In the result of emergency situations confirmed the death of 531 celozivotni, more than 400 heads are missing.

According to NSA, during the first half of this year, only one farm of Irkutsk region signed contracts of crop insurance on the terms of state support. Insured crops on a large area of 43 hectares, but the fields of this farm are located in areas outside of the flood zone. As 01.07.19 the landowner has not received a subsidy to pay the insurance premium. Insurance of farm animals with state support in the region in the current year were not implemented.

Agricultural insurance with state support in the Irkutsk region is carried out in the region in 2015 – from the moment when it ceased operation due to bankruptcy local insurance company.

"The issue of recovery of insurance systems in the region discussed the NSA and the Ministry of agriculture of the Irkutsk region last year – on this subject was held 2 conference calls with the leadership of the regional Ministry, commented the President of the NRA of the Roots of biggov. The Irkutsk region has quite high risks of agriculture: over the past 5 years the state of emergency in agriculture in the region was up 4 times – two times in a period of drought, once in connection with the fires now in connection with the flood. During this period, the maximum amount of payments to farmers of the region for emergency situations was made in 2015 when the Federal budget was transferred in excess of RUB 298 million in connection with the drought. This suggests that in the Irkutsk region need to focus on the organization of insurance of catastrophic risks primarily agriculture on a total system basis. NSA is ready to provide full organizational, methodological and informational support to the authorities of the region in this matter."
