Given the importance of anti-epidemic measures announced by the President of the Russian Federation, the NSA from March 27 recommended that the insurance organizations - members of the Union to organize the interaction with farmers that purchase policies in remote mode – including to accept applications for insurance and supporting documents in electronic form. On this measure, the Union also informed the Department of Economics and state support for agriculture Ministry of agriculture, which in turn sent this information to the leaders of the agribusiness management bodies of constituent entities of the Russian Federation. At the same time, the Ministry recommended that authorities make APK documents to subsidize the contracts of agricultural insurance in electronic form in pdf format (scanned original documents) with subsequent delivery of original documents after the lifting of restrictions.

"To suspend the conclusion of contracts of agricultural insurance in the period of disease control measures it is impossible to insure the harvest of crops in the conditions of state support farmers by law can only within 15 calendar days after its planting, – said the President of the NRA of the Roots of biggov. – However, modern technologies allow to minimize face-to-face communication insurance professionals and farmers. According to the Federal law No. 260-F3 "On state support in agricultural insurance", in Russia in the framework of a centralized system the government provides support to risk insurance of crop, livestock and commercial aquaculture. From 1 January 2016 at the market of agricultural insurance with state support is a single national Association, the national Union of agricultural insurers.

In 2018, the Law "On state support in agricultural insurance..." №260-FZ changes were made, the purpose of which were the flexibility and the diversity of conditions present. The law came into force on 1 March 2019.
