According to him, there is now a serious divergence in approaches to the production of quality grain, because after the reform of the Academy of Sciences the Ministry of agriculture has been found in recent years without fundamental science on many fronts, including the determination of quality of grain and products of its processing. "We're trying to participate in the formation of balance, but it's not always the authority of the Ministry of agriculture", — he said.

"Since the disappearance of the grain inspection we see rolling down on these indicators, namely the quality of grain production", — said Gromyko.

According to him, farmers do not have "large incentive" to produce high-quality seed, therefore, incentives should emerge from the state.

"We need to change the approach to quality products, no matter the grain or meat", — said the Deputy Minister. He also drew attention to the problem of lobbying improvers and substitutes for grains. "It's time to decide Russia, as with GMOs: are we for or against", — he said.
