The Federation Council has approved a law allowing the government to set rules and regulations for government procurement and trade of food interventions. Amendments made to the law "On development of agriculture".

In accordance with applicable law, the government can only set the procedure for the sale of products purchased from farmers in the course of the intervention. The amendments stipulate that the products will be purchased from farmers in the framework of the interventions and sold in the manner and on the conditions established by the government.

Earlier, the head of the Ministry of agriculture Nikolai Fedorov reported that his office may increase the purchase price during grain interventions.

Russia from February 1, also introduced export duties on wheat at the rate of 15% plus 7.5 euros, but not less than 35 Euro per ton. Its effect will last until the middle of this year. The measure was introduced for the saturation of the domestic food market.

After a sharp rise in foreign currency in December, farmers started to export grain, almost stopping the sale of grain intervention Fund. However, the grain stocks in Russia increased by the beginning of January 12.9%, to the materials of the Federal service of state statistics. Rosstat reported that in the agricultural, harvesting and processing organizations of the Russian Federation at the beginning of the current year there were 32.6 million tons of grain or 3.7 million tons (12.9%) more than 1 January 2014.
