State Duma deputies from "United Russia" sent a letter to the Chairman of the government of the Russian Federation Dmitry Medvedev with a request to allocate at least 15 billion rubles for spring-field works. About this Sunday told reporters, Deputy Chairman of state Duma Committee on agrarian issues Hope Shkolkina.

In particular, parliamentarians propose to the Cabinet "promptly consider the allocation of the Federal budget additional funds provided by the plan of priority measures to ensure sustainable economic development and social stability in 2015, at least 15 billion rubles for the provision of disjoint support in crop production, which will allow time to provide the farmers with available financial resources for quality and timely carrying out of spring-field works, outlined Shkolkina the contents of the document.

Policies have noticed that at first the plan now come the questions, connected with carrying out of spring-field works, the quality of which depends not only economic, but also social stability of the country as a whole. In this context, it is recalled that for a new crop Russia will fit with minimal grain stocks as in the intervention Fund - 1.58 million tons, and in the whole country.

"Besides, developed by the Ministry of agriculture of Russia the program of import substitution will require an increase in the livestock population and, accordingly, fodder, not to mention the increasing demand for bakery products and cereals, which usually occurs on the background of the decrease of the real incomes of the population", - said Shkolkina.

In a letter to the head of the government, signed by the party members, it is noted that at present in the southern regions of the country began to spring field works. "Meanwhile, the current state of winter crops raises concerns, and loss can be more than 20% of the total sown area, which will inevitably lead to the preservation and increase of financial costs for farmers," warned the Chairman of the relevant Committee of the state Duma.

Shkolkina also noted that currently, the Russian government decided to increase the size of the subsidized interest rate on short-term loans. However, only a small proportion of farmers will be able to use this form of support, given their high debt load and lack of collateral base, she said.

In addition, according to the Deputy allocated from the Federal budget disjoint support in the amount of 14.4 billion rubles are not yet able to provide substantial assistance to agricultural producers in the carrying out of spring-field works, primarily because of its small size, especially against the background of constantly increasing production costs. In these circumstances Medvedev requested to enhance the support of farmers.
