The purpose of the bill — the establishment of a legal framework for the regulation of relations in the field of organic production in part of products of plant, animal, microbial origin, as well as aquaculture in a natural, processed or processed form, consumed as food, used as feed for animals, planting and seeding material. The document, in particular, introduces the concept of "organic", "organic production" and "producers of organic products".

"To approve the draft Federal law "On organic production" and to submit it to the State Duma under established procedure. The Ministry Of Agriculture (A. N. Tkachev) with participation of interested Federal Executive bodies to work with States members of the Eurasian economic Union the issue of implementation of the provisions of the draft Federal law "On organic production. The results are to be reported to the Government of the Russian Federation", — stated in the decision.

Organic products — organic products produced without the use of pesticides, synthetic fertilizers, growth regulators, artificial food additives, and genetically modified foods.

The project also envisages the establishment of a register of producers of organic products and voluntary confirmation of compliance of organic production documents are developed and applied in the national system of standardization.
