The document provides for changing the conditions of the contract of agricultural insurance, compliance with which is necessary for support. So, the size of the insurance sum established in the contract, is proposed to be reduced from 80% to at least 70% of the insured value of the crop, planting of perennial plants, farm animals, objects of commercial fisheries.

The law excluded the thresholds required for insurance compensation to crop losses (20% of planned harvest) and perennial plantations (30% of land area). This sets the minimum size of a deductible under contracts of agricultural insurance risk of loss (destruction) of crops, planting of perennial plants at 10% and its maximum size is increased from 30% to 50% of the sum insured. For farm animals and fish the size of a deductible can not exceed 30%.

Moreover, specifies the list of natural events and disasters, from the effects of which the insured risks. It in particular included heavy and long rains, early onset or formation of snow cover, freezing of the upper soil layer. Farmers will be able to receive state support in case of emergency slaughter of the insured animal when you eliminate the source of infectious disease carried out by the decision of authorized bodies and their officials.

The bill also allows for the possibility of application of air and space monitoring of crops in order to examination to confirm the occurrence of the insured event and determine the size of the caused damage to the policyholder in case of any disagreement of the parties of the insurance contract. The Bank of Russia is empowered to establish the form and terms of the Association of insurers in the field of agricultural insurance in Central Bank information about the formation of the Fund for compensation payments and the implementation of such payments.

In addition, specified the particular provision of subsidies to agricultural producers for compensation of a part of expenses for payment of insurance premium under the contract of agricultural insurance. If the insurance rate specified in such contract, less than the limit rate for calculation of amount of subsidy equal to or the amount of subsidy will be 50% of insurance premiums accrued under the contract. But if such rate exceeds the size limit of rate for calculation of amount of subsidy, its size will be equal to 50% of the amount calculated as the product of the sum insured and limit bet size.
