Russia is preparing to lead the export duty on fertilizers
With the idea of restricting the export of fertilizers were made by the Ministry of agriculture, followed by the FAS.

The Federal Antimonopoly service plans to initiate the introduction of export duties on mineral fertilizers, Chairman of the state Duma Committee on agrarian issues, Nikolai Pankov, following the meeting with the head of FAS Igor Artemyev.

According to him, told "Interfax", the initiative will be announced on Friday during the "government hour" in the state Duma.

With the same idea previously made by the Ministry of agriculture of the Russian Federation. The Agency also offered to decouple domestic fertilizer prices from export to neutralize the negative effect of the devaluation of the ruble. In addition, the Ministry of agriculture together with the Ministry of industry and fertilizer agreed to discounts for Russian farmers in the amount of 15-20%, and in some areas up to 30% of the minimum export price.

However, the Ministry of agriculture noted that these discounts are not enough, therefore the Ministry was going to ask the government two options for controlling the growth of prices of fertilizers: to freeze them at the 2014 level thereafter or to impose export duties. Last time the Russian fertiliser producers decided on the spring sowing to freeze at the current level of prices for the domestic market, regardless of exchange rate fluctuations.

Experts have expressed the view that the introduction of export duties will not help farmers. Expert in the development of export-oriented enterprises, the candidate of economic Sciences Galiya Gafurov commented on the situation for the "Rosbalt".

"Export duties are not an effective tool no foreign trade, no more support of local farmers. Closing internal barriers non-primary fertilizer industry, we will not be able to make our companies to be competitive not only in the domestic market, but also on the outside. Raw materials will continue to significantly dominate in the structure of our exports," she said.

According to the data on 16 February, the average price of ammonium nitrate in comparison with the similar period of 2014 increased by 40% to 16091 RUB/tons), urea - 37% (up 18646 RUB/tons), potassium chloride by 13% (to 13230 RUB/tons) required for plant growth by 34% (up 20191 RUB/tons) on the map by 30% (up to 25033 RUB/t).
