The meeting was chaired by Deputy Chairman of the expert Council, Deputy of the State Duma Alexey Balyberdin. It was attended by representatives of the Department of complex analysis and forecasting of the Ministry of labour and social protection of the Russian Federation, Department for regulation of agricultural markets Ministry of agriculture of the Russian Federation, the Rosselkhoznadzor, the Russian poultry Union, Russian grain Union, the Association of enterprises of confectionery industry "ASKOND", the Russian Union of milling and groats enterprises, Union of mechanical engineers of food and processing equipment

The Advisory Council was devoted to the discussion of domestic food assistance in Russia, prospects for its development and legislative support. Program food aid is entirely based on the provisions of the food security Doctrine of the Russian Federation, aimed at ensuring reliable population in food, development of domestic agriculture, rapid response to internal and external threats to the stability of the food market.

"This program is actively supported not only by associations, ministries, departments, but also representatives of the business community, – said a member of the state Duma Committee on economic policy, industry, innovative development and entrepreneurship Alexey Balyberdin. – It aims to support, primarily, socially unprotected layers of the population."

"We strongly support the resumption of work on this program, we do not pursue commercial interests – to increase production or to expand the geography of business, – said the Director of Department on work with state bodies and public organizations of the Group Anastasia Mikhaylova. – We believe that the implementation of this program will allow to support not only consumers but also producers that is becoming increasingly relevant in terms of overproduction."

A presentation of international experience of developed countries on food aid were made by the head of strategic marketing Group "Cherkizovo" Andrew Dalnov. Among the products that could be included in food aid programme, he called the meat, poultry and fish, dairy products, cereals and bread, vegetables and fruit.
