"The bill is designed to eliminate the gaps in the legal regulation of the harvesting and collection by citizens of forest resources and offers to complement the Forest code of the Russian Federation the following rules defining: harvested (mined) forest resources forest products obtained from the use of forests; the purchase from citizens harvested (mined) forest resources in the procedure established by the law of the Russian Federation of 19 June 1992 No. 3085-1 "On consumer cooperation (consumer societies, their unions) in the Russian Federation", — stated in the explanatory note to the document.

As noted, the project will provide the necessary legal framework for the development and realization of the potential of the sector of harvesting and processing non-wood and food forest resources, collection of medicinal plants, as well as solving social problems, contributing to the development of self-employment and the creation of additional jobs for rural residents.

As explained to journalists one of the authors of the project, the head of the Duma Committee on natural resources Nikolay Nikolaev, in the 90 years the country had more than 18 thousand firms on the harvesting of berries and mushrooms. According to him, when it was adopted Forest code, there were only 715. Nikolaev believes that due to errors in the law, the people have lost the ability to earn.

"The bill requires the revival of the procurement office, where citizens will be able to come over to hand over the money collected in the forest berries and mushrooms.... For many villages it is sometimes the only source of income. Furthermore, article 217 of the Tax code of the Russian Federation has clearly stated that the income from berries, mushrooms and other forest resources that were gathered by the citizens, is not subject to tax. But this article, no one could use because the Forest code is not allowed to do so. We want to eliminate the discrepancy," — said Nikolaev.
